Index 54.4, near the regional mean, second on experience (56.8) and ninth on access (52.0): the state where experience most exceeds access. Morocco is second on safety, finance and health and records the lowest access in the sample on civic participation (26.5) and services (25.8), and the second lowest on education (33.1), with experience well above access on each. The access measure identifies deficits that satisfaction would hide.
